The Democratic Deficit : Titulia and Iran a common future.

Don't be shocked by the headline Admin hasn't gone Muslim, theres no need to worry about the future of your hands, and girls don't wait around for your man to accompany you in public. It is just that I was looking at something earlier today and it struck me that the great experiment in online democracy, the  Internet oasis that is Titulia has developed in many ways into a mirror image of post revolutionary Iran. That comparison may seem stupid on a lot of levels we have free speech, civil rights and all the other bastions of basic ideals of a "modern" society but hear me out on the counterpoint; we are as a political structure a lot like the great American fear the cradle of society gone wrong Iran.

-We have an autocratic ruler which is necessary because of our net based existence but who's level of power and functions are reminiscent of the Grand Ayatollah.

-We have a presidency and executive who's power is limited and what powers he has must be "accepted" by our Ayatollah much like Iran.

             - Before this turns into an anti Admin rant which it most definitely not comes the final and largest comparison with Iran. Hold on to your IDs because we have a democratic  record which is worse than the troubled  Persian autocracy, in fact we have a comparable democratic record to former "Saviour" to of Africa Robert Mugabe's Zimbabwe. ( Why is Google trying to make me put "saviour" in capitals?)

To quote many beautiful women "Heres the science bit":

We had 58 voters in the last election.

I regard myself as an up to date guy and of the voters I had heard of about 24 of those voters(or seen them vote or post before)

That means that in our last election 50% or for the non binary of us exactly half of the voters in that election, our grand showcase for democracy, are people who don't for all intents and purposes exist.

Exist you say? For the purposed of this I am regarding people who log in, vote on props or polls, comments, blog or in any way contribute o

Sometimes all these identities are too much for a man.

A funny thing happened last night as I was writing an article I notices a small pertinent anomaly. At 4.57 "Tom Norton" responded to one of my props from his account then at 5.03 the avatar  "Tom Norton" responded to a question to the avatar "Reg Ambrose" on Bill Moneys blog as "Reg Ambrose". I guess sometimes trying to be too many people at once can get to a man. Make of it what you will....

This clone stuff gets tiring around election time and this is the second election in a row Tom has made the same mistake last election "James Matthews" was answering off "Leah Carmodys" account to a question for "Tom Norton" then the 14 members of the LRP voted in perfect 15 minute intervals one account at a time during the election ( only explanation being they had one computer between 14 adults or there were 14 accounts to one human)..... and the LRP wonder why they got the nickname the clonies!!!!

Im sure this will all end in some convenient explanation about how they all were at Toms house. Unfortunately this was done at midday so no drunken accident this time. What will be Toms excuse?

Frankly ive given up caring, if a grown man will go this far to gain revenge/validation on an online website I say let him, his "linardist conspiracies" are the least of his worries.

That said there is no IP proof so I mean nothing can be done. I guess we all have to live with this charade as the cross to bear for being an online nation.

Tom Norton - Jul 19, 2010 - 05:03
There was no need to be rude, Mr Money. I was asking what your reasons for this were that fell outside of the norm. Once the nomination deadline was reached in previous elections it was considered the deadline. I would have been inclined to support your call if it was met in friendship, unfortunately you have made that impossible now. Good luck to the Linardist nominated ticket.

Ideas for our next president!

There are a few things which are possible and which the president can achieve as far as I can see. Firstly however it is important to realise that the executive and the presidency has very little real power past budgeting, despite that it is treated as the go to guy for venting frustrations. Frankly the presidency has very little power but it has a more important role after admins recent announcement. The three thing I will be looking for from a presidential candidate are as follows:

1) A commitment to progressing passed legislation as is the peoples will regardless of their personal views. It is important to realise that the presidency is tied down by Legislation and must abide by it. This means no executive orders and no massive changes not passed by proposition first, this is especially pertinent to Merry as concerns to Post and the Court.

2) To liase effectively with Admin it is important we sit down as a nation and convey to Admin exactly what we think on a number of issues as we move to a new site. We will be going through a period of change in the coming months so we need to firstly try and conceive reasonable plans and a strategy for moving over to the new site which is effectively communicated to all citizens. These plans are in a number of areas mainly elections, the economy and Titulia city.  Ideally we would want to have a all party committee convened by the president on each of these areas however it may prove impossible as the LRP and RNC have refused to attend cross party meetings from the law reform comission to the legislature commission and this leaves just under half the population out of the mix on major decisions. Its a tough call on getting these areas correct but we need ONE prop in each which brings together a concise plan, rather than a series of unrelated props.

3) We desperately need some decorum in the way we deal with each other. As a citizen who has been here 7 months or so the major problem I have seen is the willingness people have to lie, intimidate and steal for political gain it drives good people away and would not be accepted in any other state. We need to lay down laws on libel and slander through a reconvened LRC as ex AG William Tvaricvich suggested and then set a standard rule of decorum for the forums if a legislature is realized and maybe if it is not.

Thats my first thoughts. I would be interested to hear what candidates and citizens have to say about any of the subjects.

What I would like to see!

I think its no secret many of us been feeling jaded with the goings on and current state of Titulia in recent times, the same old arguments and ideas keep being dragged up again and again and the end result is rarely positive for a variety of reasons .
I was going to write a long rambling blog about policy and whatnot but I decided who really wants another one of those from me so I decided to write a couple of short things I wanted to see in Titulia before im an old man in Titulian terms, I encourage all others to contribute theirs, hopefully well get some stuff in perspective from the excercise if we give it a go and find some solutions to the issues which dog us:

1. Commitment or at least honesty from Admin - the fact is they have been dancing around the issue of the sites future and purpose for nearly a year, there has been no change requests of importance completed in that time. Im not asking for a miracle or even investment but just an honest appraisal of the situ so people know whether or not they are wasting their time putting in the effort. Its not too much to ask

2. A working economy -  Its well known my main interest here is in economics it is my profession and its the area I have worked and had an interest in most of my time here. The simple fact is that there is no economy and the changes needed to create one are so basic its frustrating that not enough of them seem to have taken off, as it stands the economy is against the basic fundemenatals of human nature and all social sciences, not just economics.
The changes needed ive rattled on about for so long but off the top of my head are weaning government off admin, setting supply of land,  a system of  necessities or incentives to get people to contribute, making the tollar necessary to taking part in the economy and lastly giving more interesting abilities to business and an ease of access. Until we face up to these we will have no economy no matter how much immigration takes place in the future.

3. Some full citizenship requirements

Im going to quote Karl Christen from this time last year on this one -

"Think about it...what if some dissaffected Titulian, decided to find 15-20 friends or associates which were related to another site they had joined, and they all joined in one mission "flame" Titulia.  The current system would not stop some group from hijacking our government and systems we've put in place." "

The fact is  that we have failed as a society for political reasons to grasp the nettle that  this question represents. All societies and civilisations for thousands of years have had requirements for full citizenship and voting rights, we as yet do not. We need to confront this,  if a guy like Cyber on Wheels decided to log in five accounts and five of his friends to do the same our current system would fall overnight. Its a hot potato as an issue and no one wants to be seen to be the one to confront it incase they sound draconian but its a fact that its a given in all modern societies and there is good reason for it.
We need to introduce proper citizenship laws and basic minimums of participation before someone can vote or run for office.

4. A Representative democracy -
Despite some claims to the contrary the Legislature is already legislated for and thats how it stands. Its took 8 months for admin to inform us they were not able to build it and since the government took it on a few weeks ago some progress has been made, the fact however is that we cannot

For the record Tom.

I have found myself recently in this paper standing accused of something that anyone who knows me would know is not in my nature so I feel I need to clarify the matter.    I have invited recently several people to a debate I am trying to organise on the economy that is based on policy not conspiracy and in response to an overture to Lea Carmody about that in the post Tom Norton made the following comment:

"Tom Norton said

So now the lead Coalition supporter that opposed a debate with their candidate in the last election is all of a sudden in favour of one?

LOL! Come on Gerry make up your mind."

To most people this comment would not be a big deal but I dont like to be called a liar or accused of being afraid of an open debate so I am going to publish the full transcript of the conversations between myself and Tom on the matter of setting up a debate to prove my point.

These will prove that Toms statement above is a blatent lie and attempt to discredit me, they will also show a debate was agreed to by all sides. The debate did not end up taking place because I has to visit a friend over an extended weekend afterward and was constrained by time, arriving home on Monday there was no contact from either candidate so I assumed it was too late to continue the plan and the candidates had no further interest.

I attempted to facilitate the debate as a matter of courtesy as a citizen, the comments above were an affront to that courtesy, are totally untrue and were made with the hopes of making some gain at my expense despite Tom being in full knowledge of the facts. Take whatever conclusion from that you wish, the conclusion I have taken is Tom has no problem lying and any comment he makes public or not cannot be taken at face value, this will be no shock to most.

The below transcript in the context of his later comments will show he would call day night if it gained him some perceived advantage and illustrates perfectly why the man deserves no trust, respect and that he is incapable of being honest:

"You missed the boat, baby"!!

As a number of our newer citizens seem to either not know and some of our older ones are being deliberately ignorant towards the facts on the legislation already in place regarding a move toward a representative legislature for the state I wanted to write this blog to state the facts of the matter.

To start, the following is the passed legislation by the Titulian people through the proposition system pertaining to a change in legislative method, it was created by Codex
" Change Request 15/2009

Submission Date: Oct 30, 2009

Submitted by: President McVicker

Change Request: on the creation of a legislature

The legislature would consist of two houses.

The lower house would consist of the entire citizenry (as now) and would be the place where any new propositions were introduced. Any citizen would be able to submit a proposition to this house, including the President, cabinet members and members of Congress. Propositions would reach substantive status based upon whatever proposition legislation exists at that point, whether it be as now, or amended. Nomination and budget propositions would only require a simple affirmative majority in this house, in order to pass. As now, nomination and budget propositions would not be required to pass to substantive status and both of these forms of proposition would be active for 5 days only. All other original propositions would be active for 7 days only.

The upper house would consist of those members elected to Congress by the citizens and would act as an amending and revising body. It would receive any propositions that had reached substantive status in the lower house. It would discuss the proposition and apply any amendments or revisions that it thought were necessary. A substantive proposition would be active for 3 days, after which voting (by Congress) would close.

Without substantial* amendment a simple affirmative majority** would be required to pass the proposition, at which point it would be put forward for implementation (either by admin, or by the executive).

If substantial* amendment (to the proposition) has been instituted and passed, (voting rules as outlined previously) then the proposition returns to the lower house, where a simple affirmative majority (over 3 days) is required to pass the proposition, at which point it would be put forward for implementation, as already outlined above. If the amended proposition is rejected by the lower house, then it returns to the upper house for further amendment or revision (or to return to it's original form). The process would proceed as previously, with the legislation either being passed without substantial* amendment (as per the original proposition) and forwarded for implementation, or it being returned to the lower house for a further vote, with the same rules applying as before.

If amended propositions are rejected by the lower house on two occasions then the upper house must vote on the un-amended propostion, (as per the original proposition) with the same voting rules as outlined (for the upper house) previously. At this stage the proposition would either be passed or rejected.

*(substantial is taken to mean any revision or amendment to the original proposition that would change its effect in practice, or the intent of the original proposer).

** 60% (3/5) of Congress must vote in order for any vote to be legal. Any tied vote would go to the casting vote of the VP.

Electoral Process & Organisation (for Congress)

For the purposes of congressional elections, Titulia would be divided into five regions/states/counties/constituencies. They would consist of Central, Northern, Eastern, Southern and Western Titulia. These regions would correspond to the map of Titulia and their precise areas would be agreed upon by proposition, after submission by the executive. I would propose that the 'Central' area be slighly smaller than the other areas, as this is, at present, the heart of Titulia and thus has more 'weight' than the outlying areas of Titulia.

All citizens would be required to register for one, and only one of these areas. Thus if a citizen registers themselves in Southern Titulia, they may only vote for congressional candidates that are standing for the seat of Southern Titulia.

Similarly, those who wish to stand for Congress, may only stand in whichever region they are registered in.

Citizens may change their registration during the one week period immediately after Congressional elections have taken place in the area they wish to change their registration to. This will allow freedom of movement without electoral ma

Economics and Titulia: Applying Real World solutions to Utopian conditions.

Economics and Titulia: Applying Real World solutions to Utopian conditions.

Recently I have been sort of bored with Titulia and all our love ins so instead of arguing political points Ive been doing a little thinking on my first interest here the Economy.I have a few points some old, some new which I hope make some sense to the majority of us. Either way I hope there is some common sense solutions in them.

Whats the situation?
Firstly its important to recognize that the market conditions in Titulia are NOT the same as they are In real life, its simple as that, left and right wing, free-market and interventionist are solutions that have been worked out over centuries to deal with the demands of a real world market, thus they are only applicable to that market or ones which exhibit the same conditions as it. Titulia has none of the same conditions. This has been ignored in our political solutions for too long especially in recent times.

Titulia is a Utopia, we wake up and need for nothing bar entertainment and our own sense of self satisfaction. What we think of as our economy lives and has for some been developing as a massive total and frankly bizarre form of the welfare state. Essentially Admin hands out some money once a month to the government and there it sits dormant in the states bulging coffers bar for some minor expenditures on wages and this is the basis of all economic activity in this state bar the odd small transaction.
Historically in Titulia there has more often than not been free-market policies taken on by government the mantra has been dont get the state involved and the freemarket will grow the economy organically, clearly this does not work and has not worked, the reason why I will go into later. A minority of our governments (including mine) have been demand side interventionist in their policy making and this has been slightly more effective as it did at least spend some government money but it did not really increase economic activity on the whole. In the Titulian context both of these ideologies are failed absolutely although they are not totally defunct.

Whats gone wrong?
The main reason with the Titulian economic experience lies in the very basis of our state. According to Admin themselves in their blog this was meant as a politics site and buisness and the economy was an afterthought, since then the economy has acted dis-functionally as most afterthoughts do.We have set up a system where in real life terms we are essentially a nation of vagrants sitting around arguing semantics while were are fed, clothed and housed by some cherubs sent by our all seeing all knowing demi-god that is Admin.
There is a consensus is that there are three main problems with our economy, that there is nothing to spend money on, that the Tollar has no real function and that there is no immigration. I am suggesting here that these issues are all in part at least linked to two overwhelming factors which have lead to the conditions on this site developing so far from anything like a reality that it solves no positive purpose bar to find more elaborate ways to argue points which become more and more asinine with time.

 What are the problems?
The first problem is one which we have gone over time and time again IMMIGRATION without people we will fail to get demand for goods no matter how many goods there are and no matter how low people keep taxs or any government intervention in the economy.

The more pressing issue is one that has not been discussed as much yet and that is INCENTIVE and MARKET CONDITIONS. This is the main reason people do not set up companies or indeed find any use for the Tollar. As I have explained above we live in a Utopia an almost total welfare state and this has left us with market conditions which are both unrealistic and have no incentive attached.
One of the basic principles for the production of any good or service is that there must be some necessity to earn the money involved. If we have no necessities there is no need to work, if there is no necessities then money loses its main function. Basically why would I want to set up a company or earn tollars when I do not need either to perform anything on this site. Now this argument has been met with an argument of some citizens as being anti freemarket as it would logically lead to us creating necessities to give the elusive incentive to contribute and those citizens would be right but fo

Had enough!

Well Ive finally had enough. Every conversation on this site of late disintegrates into nonsense, every talk about policy turns to talk of conspiracy and more and more of late I have found myself drawn into the nonsense out of frustration with the idiot who perpetrates it, more than anything else.
We cannot continue like this but I cannot see it going any other way, this site will die a slow death because the one major agent of change is AWOL and the citizens are left arguing over the carcass they left behind and most have lost all sense of reality or the bigger picture as a result.(Think the film "the hole")
This is not meant as a condemnation of the potential of the site, it is still there but it is a condemnation of its direction, we have got to a point where I cannot suggest some basic changes to real estate without it being painted as an effort to form a monopoly of the infinite and worthless real estate, it leads me to wonder what kind of person I am dealing with sometimes when I engage certain people. Theres actually no point getting involved anymore, it would be more fun to build a treehouse  or go fishing, even drinking myself into a stupor and singing "Moon River" in the bath would be more worthwhile at our current impasse.
Anyway we are here and here we will stay unless there are major changes to the site. As it stands the executive is a useless function(ask any president), the Tollar is worthless as is real estate, the economic system avoids basic principles and more or less everything bar the court is functionless.
To a certain extent it is a fascinating study of human nature this site, we set ourselves up in a system we are comfortable with and create "conspiracies" of monsters under the bed to protect ourselves from having to think. This site could and I still hope will be great but for now we are in a funk. Sometime and soon the people and Admin will need to sit down and decide a programme for the site over the next year or else the shenanigans of the few will eventually drag everyone into the cesspool even the most reasonable of us like Codex, Greg and Alex.
Anyway I will not emigrate entirely as I hold a certain amount of loyalty to the site and to some of its people who have been genuinely interesting, engaging, intelligent and who I have learned a massive amount off in a lot of areas and for these reasons I will continue to discharge all duties required of me from the Court and will vote when I feel it is necessary but apart from that I have retired for all intents and purposed from Titulian life. I dont feel there is any use in me trying to effect any change in terms of the site but I hope someone will succeed where I and others have failed, we will not get many more chances. Hopefully well see some change soon that makes the effort people put in here more worthwhile again in the future until then enjoy, this site is a great opportunity to be part of something potentially really special and is fun in a lot of ways so please continue to work toward its future.

If anyone wants me ill be in my room!!! :) or email me at Holymodalrounder@gmail.com

Sincerely,
Gerry
