For the Sake of Democracy

Fellow Titulians:

I am writing to inform the republic that I have asked Admin to place the name of Delacruz into nomination for the presidency of Titulia.

I do this in my capacity as president of the Linardist party, but Mr. Delacruz is not the Linardist party candidate, nor does the party endorse Mr. Delacruz. It was our intention to sit this one out, as they say, but Mr. Delacruz wanted to run and appealed to me because he has no other way to have his name placed in nomination. So in the spirit of fairness, and for the sake of democracy, I place his name in nomination.

There inevitably will be some people who try to spin this as another this or that concerning the Linardist party. I cannot control what they think or do, but I can enable democracy and that is what I have chosen to do.

Of Admin and Tom Norton

My fellow citizens:

I come before you with some troubling information, information which directly impacts the current election.

I recently was told that the Titulia website is hosted on servers controlled by Tom Norton. This information so surprised me that I asked for clarification.

"Let me make certain I understand what you mean," I said. "You are saying TJ hosts Titulia?"

"The site is hosted on his servers," my informant answered.

I received this information from a longtime citizen, who I consider a reliable source of information. The information was shared with me in confidence, and according to my source, came directly from Mr. Norton.

I have corresponded with Admin concerning this and requested they confirm whether this information is true. But because they previously have not been prompt in their responses to my messages, I felt I should bring this information directly to the people.

I am sure I do not need to point out that if this is true, it represents all kinds of problems. For example, it would mean that Tom Norton is privy to citizens' personal information, with which a majority of the citizenry unquestionably would have a problem.

But that is just one example. Another is that Tom Norton is essentially one of the site administrators, and he is running for president. That is also problematic.

Another problem is that Tom Norton has gone out of his way to spoil the user experience of too many citizens to count. That could be actionable in the real world if he is indeed one of the site administrators.

Then there is the matter of his clonies. If he is using clone accounts to win the presidency, and he has a business connection to the site administrators, can we expect them to police his use of clone accounts? I would guess no.

So, I call on Mr. Norton and Admin to address this matter at once, and disclose whether they have a business relationship.

If they do, and have hid it from the people, I call upon Mr. Norton to withdraw immediately from the presidential race.

Criminal Charges, June 4, 2010

Fellow Citizens:

I come before you to announce that I have filed criminal charges against three citizens today on behalf of the government. You will be able to view these filings in the forum of the General Court later today.

I have charged the citizen CyberOnWheels with three violations of the site’s Terms and Conditions pertaining to pornography, excessive profanity, and engaging in an activity which could potentially disrupt the user experience.

Many of you are aware of the sick comment posted by CyberOnWheels yesterday in the presidential candidate’s debate forum. If not, and would like to read it, it is comment # 17. I have been asked by a number of citizens to take action in regards to this, and I now have. I think almost all citizens agree that there is no place in Titulia for this kind of malicious activity.

The other criminal charges I have filed today will no doubt have detractors; most notably, the citizens charged and their friends. And unlike the charge against CyberOnWheels, the other charges were requested by just one citizen. But I felt compelled to act on this citizen’s request, particularly when I took into consideration the fact that former Attorney General William Tvarivich had previously concluded that the government was in possession of enough evidence to take these other charges to the General Court.

Therefore, I have filed criminal charges against Tom Norton and Lea Carmody in connection with the theft and trafficking of private and confidential records and deliberations which were stolen from the password-protected site of The East Titulia Company.

Ms. Carmody has been charged with theft, trafficking in stolen property, and two violations of the Titulia Terms and Conditions section forbidding any activity aimed at accessing confidential information, especially personal data of other users, and any activity potentially resulting in the disruption of the user experience.

Mr. Norton has been charged with receiving stolen property, trafficking in stolen property, and one violation of the Titulia Terms and Conditions section forbidding any activity potentially resulting in the disruption of the user experience.

As I previously noted, the details of these filings will be available for viewing in the forum of the General Court later today.

Naturally, the timing of these filings will be questioned, and some people will no doubt view these filings as having a political motivation. I want to assure the republic there were no political motivations behind my acting on the citizen’s decision to press these charges at this time. I am simply doing my job, in the absence of an attorney general.

But I did weigh the political considerations of these filings because the two citizens charged are running on a ticket together for the presidency and vice presidency of Titulia. Ultimately, it seemed that the republic should be informed that Mr. Norton and Ms. Carmody were facing these charges prior to the opening of the polls, rather than not be informed.

As for the timing of the charges, only the citizen who decided to press them can answer those questions, as well as whether his decision was politically motivated.

My Reelection Plans

Fellow citizens:

I come before you to announce that I will not seek reelection.

I thank you for the opportunity to have served the republic, but apathy is so severe, especially where the site administrators are concerned, I simply cannot see the point in seeking a second term.

Instead, I will devote my time and energy to The East Titulia Company. With only a few exceptions, my partners in the company are the very people who have kept Titulia going since last year’s twin debacles — the second terms of Presidents Teacher and McVicker.

What I enjoy about what we are developing in East Titulia is that our business is conducted in an atmosphere of cooperation; when we disagree, we work out. It is a lot more fun than trying to accomplish something in greater Titulia. In East Titulia, no one is running around calling themselves the opposition and launching unwarranted attacks on people.

Of course, we would be much further along with the development of East Titulia if not for Lea Carmody’s theft of our private and confidential business records. Former Attorney General Tvarivich collected enough evidence to have Ms. Carmody charged with theft, and that is an option that remains on the table for us, if we so choose.

Ms. Carmody is part of the no-fun bunch, the people who take pleasure in spoiling other people’s fun. I came here to have fun, not to be insulted by people who consider this a game to be won or lost, who think deceit and theft and defamation are all fair aspects of the game.

These are the people who are killing Titulia.

Of course, they have, and no doubt will again, say the Linardists are at fault. But all we really have ever done is keep them from taking over. So, since we have stood in the way of the fulfillment of their deranged lust for power in an imaginary republic, we have been under continual attack here. We have been slandered and libeled in every imaginable way. But even so, we have tried to work with every group of people in Titulia, including the very people who have attacked us, defamed us, stolen from us, and betrayed our trust.

The one factor that separates the members of The East Titulia Company from so many other citizens of Titulia is that we are not operating from an us vs. them point of view. The business of The East Titulia Company is conducted harmoniously because we are all in it together, and give one another the respect we each deserve.

I attempted to bring the same approach to the governance of Titulia, and reached out to members of the LRP to include them in my government. I appointed Kyralee Bayford to an editor position with The Titulia Post, lobbied energetically for James Matthews to be hired as assistant attorney general, which he was, and offered my electoral opponent, Ms. Carmody, a position on my cabinet.

From the beginning, it was clear that Mr. Matthews and Ms. Carmody were up to no good, that they had accepted my hand of cooperation, not to better Titulia, but to attempt to use the positions as a way to discredit my administration.

I, for one, don’t have time for this kind of mean-spirited nonsense, and neither do my partners in The East Titulia Company. We will return our attention to creating a cool and fun place for ourselves on the 20 or so blocks of land we own on the East side of Titulia City, and anyone who wants to have fun will be invited to join us. And we promise none of the no-fun bunch will be around to spoil the good times.

Resignation of the Attorney General

Fellow Citizens:

Attorney General William Tvravich has resigned his post and emigrated from Titulia.

I received the following message from him last evening:

"I, William Tvarivich, hereby resign my post as Attorney General due to the fact that Titulia is no longer a site I wish to invest time in. The effort yields no results. As much as those who are well-intentioned try, the massive mountain will not budge. The black hole of ideas and work can no longer suck me into it. I wish many of the best. Feel free to contact me at wtvarivich@gmail.com. Several of the citizens here I have grown accustomed to dearly. Interaction outside of Titulia is encouraged.

We will miss Mr. Tvarivich's contributions to the republic, and wish him the best.

Project Makeover Update

Fellow Citizens:

I come before you to provide an update concerning my administration's plans to make over the Titulia home page and increase the viability of the Titulia City map.

I have been corresponding with Admin concerning the makeover plans we outlined during the campaign. In their most recent correspondence with me on the matter, they have provided some new information concerning their own plans for the site, and how that impacts our makeover plans. I share their most recent correspondence in its entirety below:

Dear Bill,

As many people correctly pointed out, the current Tutulia home page is not very professional in terms of technology, appearance and flexibility. After careful consideration we have decided to gradually replace the entire technology stack with a new design based on a better technical platform. Although this decision will have a detrimental effect on our speed of implementation of various current requests on the short term, it will bring great benefits on the long term.

Therefore, we do not want to invest any significant amount of work into the improvement of the current home page, as it would be a waste of time and would only delay the real effort that will make the Titulia website much better in the future.

We will make the transition to the new site a gradual process. First, some new features will be implemented there, then gradually all old functionality will be moved there. At some point in this process, the home page itself will be replaced with a brand new and much more flexible one. (Where, for example, users themselves can control what content blocks they see or don't see on the front page.)

In this context, we would like to ask you to be patient, and rethink your requests in terms of priorities. We will consider changes that we think has to do with substance, but we would not like to put work into cosmetic changes on a page that is about to be completely replaced anyway.

The entire process will take months, but the first benefits will be out soon.

I have advised Admin that we will reexamine our makeover plans in the context of this new information. Once we have done that, I will report our findings to Admin, and to the republic.

As far as our plans for increasing the viability of the Titulia City map, Titulia City Planner Codex currently has a proposition before the republic which originated from the Planning Commission forum. There will be additional planning propositions introduced in the coming days. I encourage anyone with ideas for increasing the viability of Titulia City to post them in the Planning Commission forum in the Titulia Government Building at the following link:

What of Titulia?

My Fellow Citizens:

Two-and-one-half weeks into my presidency, I have come to wonder what people want from their experience in Titulia.

Apathy is widespread.

Stimulus programs to encourage new activities in the republic have attracted few applicants, if any.

Like my predecessors, I have found it difficult to fill all the cabinet positions.

Titulia City Planner Codex has received only two suggestions for making the map of Titulia City more viable, and one of those came from me.

Even the site administrators are apathetic, taking days to respond to the people’s elected representative.

But this is not a new phenomenon in the republic. A number of citizens have offered alternative activities to the citizenry, but were unable to generate enough support to sustain their efforts. And site improvements, such as as the company toolbox, were promised by Admin a year ago, yet we still await them.

It is not as if I was not already aware that there is little interest in Titulia beyond the interest in political debate, to express it mildly. As a private citizen, I founded the Titulia Fantasy Football Association, and like others, could not attract enough participants to make it all it could have been.

Maybe instead, I should have founded the Titulia Political Football Association.

I believe Titulia is at a fork in its road.

Do we choose the path of construction or the path of destruction?

Do we choose the path of unity or the path of division?

Do we choose an open hand of cooperation, or do we choose the closed fist of battle?

It is the job of the president to lead, if nothing else.

I believe with all my heart and mind that the only path forward that will lead to growth in Titulia is a path of not only cooperation, but participation.

I realize time is limited for us all, but I ask all of you to use the limited time you have to the best use possible.

In my opinion, pursuing personal grudges through contentious personalized engagement is not the best use of our time; either individually or collectively.

Let us join together, for the greater good of Titulia. And I solicit your comments on this post as to how we can accomplish this.

A Disappointing Result

My fellow citizens:

Earlier today, Ms. Lea Carmody resigned her nomination as secretary of Citizen Services, and Mr. James Matthews resigned his position as Assistant Attorney General.

It is always disappointing to lose members of your team, but losing Ms. Carmody is especially disappointing because I was never able to even meet with her about the plans for the Citizen Services department.

Since accepting my offer to become Secretary of Citizen Services late on the evening of Thursday, April 29, she has been unavailable to meet with me concerning the plans for her department. I sent her a message the following morning, Friday, April 30, requesting a meeting with her over the weekend. She responded two days later, on Sunday, May 2, that she should be available, especially the following day, May 3, which she said was Labour Day in Australia. I responded that same morning, May 2, and asked if we could meet that day. She did not respond until the morning of Tuesday, May 4, and told me it would be hard to pick a time because “something always comes up.” I responded that same morning that I did not know how she expected to serve in the cabinet if she could not even make herself available for a meeting. I asked her to please suggest a time we could meet as soon as possible. She responded with her resignation, and a less-than-compelling explanation for it.

I offered Ms. Carmody, my opponent in the last election, the Citizen Services position in a spirit of cooperation, and even though she accepted the offer, she could not muster enough cooperation to even take a meeting.

To paraphrase a formerly popular song, Ms. Carmody’s handling of the matter is one of those things that make you go, “Hmm.”

Despite my disappointment in the outcome, I wish Ms. Carmody and Mr. Matthews the best of luck.

I request that anyone interested in joining the cabinet as the Secretary of Citizen Services send a message to me expressing your interest in the opening at your earliest convenience.

The First Ten Days

Fellow Citizens:

It has been ten days since I took office, and I come before you with a report of our progress to date.

With one exception, we have accomplished the first orders of business which were to fill the open positions in the government, including cabinet-level confirmations, and to submit and gain public approval of the various government budgets. The exception is confirmation of Ms. Lea Carmody as Secretary of Citizen Services, and it seems certain her nomination will be approved on Wednesday.

Concerning the budgets, I have learned since submitting the government’s operational budget that previously approved funding for the Citizen Services Department’s citizen activities grants had been recalled into the central fund. Therefore, upon consultation with Secretary Carmody, I will submit a supplemental operational budget to cover her department. Please look for a supplemental operational budget proposition for Citizen Services within the next few days.

We also added an editor to The Titulia Post from Oceania, so we now have editors in all the major areas represented in Titulia with two editors in North America, one in the UK, and one in Australia.

One more housekeeping note: Press Secretary Julian has the Liberty House press office forum up-and-running. I want to thank Julian for his hard work on the press office and encourage all citizens to subscribe to the press office forum in order to receive notices of Liberty House announcements, etc. Julian will begin hosting weekly press conference which will not only be open to all media, but to the general public, as well.

We have also added a government forum to the Titulia Government Building with sections for each department and the planning commission. I encourage all citizens to subscribe to the government forum, as well, in order to receive notices of news and announcements from your government.

Moving beyond the first orders of business, I am happy to report that Immigration Secretary Greg Hock has hit the ground running with the department's targeted strategy. I would like to note that not only has Secretary Hock informed me he will not accept a salary as Secretary of Immigration, he is investing his own real-world dollars into purchasing advertising to support the department’s efforts. Words fall short of adequately expressing my appreciation to Greg for his dedication to Titulia. We all owe him a large thank you.

Secretary of Economy Gerry Brady has posted an announcement to his blog, which has been published in The Titulia Post. In his announcement, Secretary Brady outlines the particulars of his department’s primary programs: a national skills program and a business start-up initiative. These programs work hand-in-hand with one another in that they offer training and assistance to both prospective employers and prospective employees. Secretary of Culture Alex Pijanowski has also posted an announcement to his blog and it also has been published in The Post. His post has complete details, but I wish to reinforce Secretary Pijanowski’s call for citizens to become members of the Hall of Fame nominating committee. I have budgeted and the public has approved funding for these to be paid positions. I encourage interested parties to communicate their interest to Secretary Pijanowski as soon as possible.

Like Secretaries Brady and Pijanowski, Attorney General William Tvarivich has posted an announcement concerning the business of his department which has been published in The Post. The major order of business for the Department of Justice is the upcoming second edition of the Law Review Commission. I refer you to the Attorney General’s announcement for the preliminary agenda of LRC 2.0 and other details concerning the commission.

I would like to address one point concerning the membership of LRC 2.0. The Law Review Commission was originated by Secretary Brady during his first term as president, to great success, I might add, and functions within the auspices of the executive branch. Therefore, ultimately, it is under the direction of the president.

Lea Carmody to be Secretary of Citizen Services

Fellow Citizens:

I am pleased to announce that Ms. Lea Carmody has accepted my offer to become Secretary of Citizen Services. I thank Lea for answering the call to service, and welcome her to the Cabinet. She will be a great addition.
