State Audit section #2: Where are the jobs?

Since I have been here there has been one major economic concern many have raised that being the lack of jobs so this section of the audit will deal with that question.

Where are the jobs?

For the purposes of these statistics I will take our active weekly population at around 40. This is a generous figure and is based on the most recent figures from a competitive election.  

From figures given to me by actively hiring companies recently there are exactly 40 positions available in the state including government positions and not including the self employed this means we are over subscribed to jobs. 

However as we all know these positions remain unfilled. There are manifold reasons for this which i will address later in this piece.

A statistical breakdown of our employment sector:

It is firstly important to note that due to the nature of our experiment many citizens are self employed as self startup companies are available with little or no capital and reason dictates they would return the greatest reward if sucessful. Thus our employment stats will always be a little different from real life ordinances in the same area.

These statistics are relevant as of March 1st 2010

Jobs available in the economy - 40 -100%

Public sector- 15- 37.5%

Private sector - 25- 62.5%

Uptake of jobs - Public - 13 - 86%
                              - Private - 3-  12%

Average wage in public sector(monthly)-  487.5T

Average wage in private sector(monthly)- 40T



The one standout discrepancy in these statistics is the difference in uptake in jobs between the public and private sector. This is due to the differences in wages between public and private and also the addition of a title and esteem linked to public sector jobs.

What could be done?

This discrepancy could be partly solved by a government subsidisation of wages of some kind and the creation of a minimum monthly wage but the problem in uptake is not as obvious as it may seem as these measures may create an overeliance on government and may also not be a long term cure to the problem.There is also the question of access and the addition of a Secretary for labour should make access to jobs easier to some degree but to solve the situation there is one issue we need to seriously address.


The underlying economic issue!

As I have demonstrated we have enough jobs available and more than enough ways to make Tollars if there is a want there. However people still do not take up employment, this is down to on main reason and that is the main issue we need to address economically, the nature of the Tollar.

This is along with immigration our number one issue in the future of the state. The fact that the Tollar is so closely linked to Admin means it has never acted like a real currency and has in the greater scheme of things stifled any real formation of a Titulian economy and to a certain extent has stifled Titulia as a whole.

As we all know Admin make their money from selling Tollars and this seems a fair enough position as it is their site but in my opinion it is a major obstacle to the progress  for two main reasons best outlined in Colonel's previous proposition to remove the Tollar from the dollar standard, those being:

1. Admin is resistant to certain central, necessary legal changes for fear of incurring lawsuits from those who have previously purchased Tollars at the current rate.

2. Wealth in Titulia will be based on a person's service or ingenuity rather than a willingness to part with real world wealth. This will enforce an equality that is otherwise negated by external wealth and the willingness to part from it.



How should the Tollar act?

Tollars should in realty act like Site Tokens giving access to features created by the people, they should be a reward based on the citizens activity and be an incentive to  work within and promote the site.
 For example for each new conversation started in the forum there should be a reward, to access a newspaper there should be a subscription and to enter a bar there should be a charge. Much like in real life there needs to be an incentive to earn and thus to work. 
 
The fact Admin sells Tollars means there is no incentive to work within the site created by the Tollar, as we can all buy plenty with money we have earned for work outside the site. There is nothing to spend Tollars on because there is no incentive for buisness if you can just buy Tollars instead of earning them. 

For a minute I would like you to look at the example of the referral comission. This is a service which is undoubtedly of major benifit to the site, yet in a time of low particiation Admin rejected an increase in the reward for the referral commission as they feared it would distort the Tollars value in real life and thus earn them less dollars. Actions such as this are shortsighted at best, here the owner of the site chose to protect the percieved value of this fictional currency against promoting an incentive to site growth and the reason was because the Tollar was linked to the Dollar.

The basic underlying rule of any currency is that is should be an incentive and of use. To do this Admin and government need to link positive site activities such as posts in blogs, creating new propositions and  starting new discussions in the forum or even creating business. We need to link the Tollar to activity within the site rather than to outside influences which crush its use as an incentive.

All this leads me to submit to you that the Tollar being linked to the Dollar and thus not to Titulian activity is the main problem when it comes to jobs. 
We need to look at changes or our currency our incentive system and thus our economy will remain a hollow shell.
